[CUCBC Coxes] Coxing out of hours for Town Clubs

Dear Captains and Coxes,

Following on from discussion last night on coxing out of hours with respect
to CUCBC event eligibility (Rule 9).

The current interpretation of Rule 9 is that it applies to rowers only;
coxes may cox with town clubs out of hours whilst remaining eligible for
CUCBC events. This was most recently clarified in Michaelmas 2015, but is
being restated now to make sure there are no doubts about coxes
accidentally rendering themselves ineligible for bumps.
