[CUCBC Captains] Introduction of the 15 minute rule from Monday 30th January

Dear Captains,

We hope you have had a good first couple weeks of rowing in full term, and
thanks for all the EMM reports.

Based upon EMM reports and Committee observation of early mornings last
week, and following discussion, the CUCBC Committees have decided to enact
the 15-minute rule, effective from Monday 30th January.

We will reiterate this at the captains meeting this Sunday.

15 minute rule: "Only first Eights may boat within the first 15 minutes
after Lighting Down, or after the allowed boating time on Saturdays and
Sundays. All other crews may boat 15 minutes after Lighting Down." (15
minute rule: http://www.cucbc.org/handbook/earlies) Do note this is for 1st
VIIIs only, and is not affected by position in Lents or Mays.

This should hopefully reduce frustrations and increase spacing of boats on
the river. If this doesn't work, we'll look at bringing the two-boat system
in instead; but our hope is that the 15-minute rule is sufficient to give
crews more time rowing and less time queueing. Please can you inform EMMs
to enforce this from this Monday , for everyone's benefit.

Secondly a reminder regarding lights (have solid white lights on
stern+bow), traffic (full crew, full slide, spin at lock if pushing off in
first 15 minutes) and noise (minimal noise before 0730 upstream of the
*railway* bridge; except for emergencies (e.g. capsize, imminent crash,
attacking lions).
