[CUCBC Captains] ACTION REQUIRED - reminder of noise complaints

Dear captains,

Please forward this on to all your coxes and coaches.

Welcome back to Cambridge for those who have been away - the weather is now
much nicer! By way of a brief update from the break, CUCBC has continued to
liase with the City Council regarding noise complaints about both college
and CRA rowing clubs.

As clubs return to higher frequence of training on Cam, we all need to be
careful around noise pre-7:30am. This means that there must be no coaching
from the bank above the Railway Bridge before 7:30am, save in genuinely
emergency situations. This includes when you come back above the Railway Bridge
on the way back from your first trip down to the lock. Coxing must be
quiet, and restricted to absolutely necessary calls. Start, stop, and
emergency responses. Technical coaching, or motivation above the Railway Bridge
before 7:30am is similarly not permitted. Those are not new rules.

The City Council are continuing to monitor noise levels along the river,
with the most sensitive area being between the Green Dragon and the Railway
Bridge. They have in the past indicated that if we don't self-regulate
effectively, then they will ban rowing before 7:30am outright. That's a
very real risk, and would be catastrophic for college rowing, so we have to
take it seriously. As such, we will be enforcing our noise regulations to
the best of our ability, up to and including training bans for clubs which
persistently offend. That is absolutely not something anyone at CUCBC wants
to do, but is better than having restrictions placed on all clubs.
