[CUCBC Coxes] Coxing this term

Dear Coxes,

There have been an unacceptably high number of near misses this term
already as crews are ignoring the right of way at the crossing point.

By way of a reminder, crews heading upstream (back towards town) have right
of way over crews heading down to Baitsbite. This means if you are heading
downstream at a crossing point you must stop and give way to crews heading
upstream. We've already had some near misses, but continued ignoring of
this rule is going to lead to a very nasty accident. This must stop.

In addition, there is significant unnecessary congestion being caused by
crews sitting in the spinning zone to chat. Please row on out of the
spinning zone so others can spin and do your crew chats elsewhere.
