There are no restrictions on which crews may boat.

Outlook: Forecast for today has improved to below yellow flag levels. But it's still very windy! 
A green flag does NOT give automatic licence to boat: all crews must complete their own safety assessment before boating, novice crews and novice coxes must consider if they are safe to boat and can competently steer in wind.
Flag will be monitored throughout the day.
