This is due to the high amount of traffic that the Cam has seen in the past week. Please see below for a copy of this rule. 8 a) That the CUCBC Executive Committee shall introduce restrictions on the number of boats that may be on the water *between Lighting Down and 0830hrs*on Mondays to Fridays in Full Michaelmas and Lent Terms as necessary. These restrictions will be enforced by the Early Morning Marshals. 8 b) That on the date from which restrictions are introduced until further notice, each College Club will only be permitted to have* two boats on the river at any one time in the restricted period.* 8 c) That this rule will apply to IVs and VIIIs but not to singles, pairs or tubs and will only apply during the hours stated above. 8 d) That fines for a breach of this rule will accrue to the Club, rather than the crew concerned and that any Club in breach of this rule will be fined ?50 for a first offence, ?100 for a second offence, a training ban of one week for the whole Club for a third offence and disqualification from all events organised or insured by CUCBC (including the Lent Bumping Races) in that Term for any subsequent offence. 8 e) That the normal appeal procedures will apply to penalties incurred as a result of breaching these rules. The CUCBC Committee From dan at cucbc.org Sun Nov 15 18:06:48 2009 From: dan at cucbc.org (Dan Wilkins) Date: Sun, 15 Nov 2009 18:06:48 +0000 Subject: [CUCBC Coxes] Rights of Way etc Message-ID: Just a few reminders (especially for novice coxes) now the river is getting busier, particularly on weekend afternoons where crews will be setting out as others are returning from outings. 1) Generally, you should KEEP TO YOUR OWN SIDE (i.e. the cox's right, except after the crossing point), unless you are overtaking (obviously only overtake when it is safe to do so and nothing is coming the other way). 2) Where the river is narrow and two crews cannot row past each other in opposite directions (or if one crew is too far out in the middle of the river), CREWS ROWING DOWNSTREAM SHOULD GIVE WAY TO THOSE ROWING UPSTREAM. This may mean pulling your blades in. This is particularly important in the run up to the term's racing in a few weeks now crews will want to be practicing race pieces. Obviously practicing a piece does not give you a licence to plow through any traffic that may be on the river - you will still need to stop if it is not safe for you to continue. Above all...USE YOUR COMMON SENSE and THINK if it is SAFE to continue. On the river, this has led to a number of incidents over the last few days. Some of these inevitably have been in the 'grey' area where both crews involved can be seen to be partially at fault, others are more clearly the responsibility of one of the crews involved, and these are being dealt with individually. However, what is clear from most if not all of these incidents is that they involve an element of lack of suitable awareness or forethought from both the crews and coaches involved, combined with the temptation or desire to 'push the limits' a bit in order to get on a bit quicker. In reality, this is a failure to take responsibility for these crews' actions - arguably coxes and coaches are in the best position to recognise and avoid these incidents before they happen, but the entire crew also contributes to this through their own attitude to safety. It is very easy to ignore such incidents as 'an inevitable consequence of a busy river', but I am afraid that this misses a fundamental point. If this lack of awareness and responsibility continues amongst coxes, coaches and crews, then it is inevitable that a major accident rather than a minor obstruction will occur. The direct consequences of this in terms of potential injury and long-term impact on individuals are serious enough, as are the implications of large insurance claims against clubs (or even individuals if club policies are found wanting), while this is yet another area where failure to control actions at the club, crew and individual level has the potential to lead to very restrictive action from other local authorities (e.g. Conservancy). Separately, there have also been a number of incidents in recent days involving coaches and members of the public on the towpath. Again, some of these have no clear fault and have been dealt with by appropriate attitudes and actions at the time. Others have been more serious and are again being dealt with individually under our rules or by other authorities. Again, I cannot emphasise too strongly the potentially serious wider consequences of one stupid or arrogant act by an individual coach, and that clubs are responsible for the behaviour of their coaches. Thus, this e-mail is (another) plea for the application of common sense and consideration. When we are made aware of individual incidents, along with supporting evidence, we will deal with these within our rules. But it is far more sensible to avoid them in the first place, and to do that, each club, its officers, members, coaches etc must recognise the importance of these issues and take responsibility for being in control of their own actions - this has to happen within your club, it is not something that CUCBC can do for you! If your crew is permitted to boat under the current flag colour, then please remember that it is each crew's decision whether or not that crew should be on the water. The flag colours are rough guidelines which generalise the standard of crews, but each crew individually knows best whether an outing in those conditions would be productive. Please take this into account when deciding whether or not it is appropriate to boat. Only very experienced coxes should boat in this kind of wind (excess of 50 mph at times). It is worth asking yourself whether an outing in this kind of wind (highly likely to be less productive) is worth the potential risk it poses to your crew and equipment. Coxes, please bear in mind that the final decision to boat lies with you. If you do not feel confident that you can steer a boat in these conditions, then the outing should not go ahead. There have been several incidents and reports in the past weeks involving dangerous coxing on the part of college crews. I must emphasise the importance of both the CUCBC regulations and common sense on the part of coxes and coaches. The result of a collision can be very serious, and very easily result in several people becoming severely injured and requiring hospitalisation, not to mention the damage to the boats this can cause. The relevant rules from the "Rules of the River" handbook state: *Rule 18*: That if there be any danger of collision, the boat going downstream give way to the boat coming upstream. *Rule 20*: That no boat has any rights of way when on the wrong side of the river. More rules for rights of way can be found here: < http://www.cucbc.org/handbook/rules/rights_of_way> In particular, if you are travelling downstream and wish to overtake a slower crew, you must wait until you are absolutely sure no other boats are coming in the opposite direction. This can be seen if you are travelling on a long straight section of the river, or by using a bank party to ensure the way is clear. It is *not acceptable* to force a crew heading upstream to easy and allow you to overtake a slower crew. This kind of action should certainly not become a consistent problem on the river, as it seems to be doing at the moment. If you are at all unsure about the safety of the overtake, and whether or not another crew is coming in the opposite direction, then you should not attempt to overtake. You should never overtake on a blind corner when you cannot see that it is safe to do so (Rule 22b). On top of this, if you are a crew coming upstream, you do not have a right to overtake another crew coming upstream if it forces you onto the wrong side of the river while another crew is heading downstream. There has also been reports of careless overtaking of barges. This is particularly important as if there is a collision with a barge, then the rowers are far more likely to get injured than the barge. Narrowboats have much more difficulty changing speed or direction, and so you should take caution when overtaking them. An example of an incident which happened recently: A college crew heading downstream overtook a barge heading downstream just below ditton corner (at the crossover point opposite the plough). This forced the barge to continue travelling on the wrong side of the river towards an oncoming crew. This is careless action on the part of the overtaking crew, and should be avoided. Crews travelling with a bank party or coach have no excuse for incidents like these. Your bank party should be able to see (or cycle on to see) crews coming in the opposite direction. Crews without a bank party or coach should not attempt to overtake if they cannot see if there are oncoming crews. It is important that this kind of behaviour does not become a regular occurrence on the Cam. It is important that for the last few days of term these rules are carefully followed, as the river gets very busy leading up to the Fairbairn Cup Races.
