Dear all,
I had the pleasure of being down the river this morning. However, the
excessive noise prior to 07:30 was unacceptable. Captains, it is imperative
that you impress these crucial regulations on *all* rowers, coxes, and
coaches.
32. All crews must ensure that they *do not create unnecessary noise
anywhere on the river before 7.30am*.
33. In particular, loud hailers may not be used anywhere on the towpath,
and the use of cox-boxes, and coaching from the bank should be kept to a
minimum before 7.30am. *Coaching from the bank above the railway bridge is
not permitted at all before this time. *CUCBC may stop coaches from
accompanying crews from the boathouses to the Penny Ferry for breaching
this rule.
There should be no reason whatsoever for coaches to communicate with their
crews before 07:30 above the Railway Bridge. If absolutely necessary for
safety, these crews should not be on the water before 07:30. After 07:30
above the Railway Bridge, coaching should still be kept to a minimum.
Cox-boxes must be set at the minimum safe volume at all times before 07:30.
Coxes should limit their commands, and comments on rowing are unnecessary.
Rowers, you are expected to maintain silence.
The minimisation of noise also applies when you are at your boathouses
warming up or taking boats out. Keep your balcony doors closed if you are
making noise inside, and do not engage in loud conversations on the hard.
Just because you have chosen to start your day at 6am does not mean you
should subject all the houseboat residents to the same early wake-up call.
Let me be clear: this noise issue poses a significant existential threat to
College rowing. We do not want a byelaw banning rowing on the river before
07:30. Failure to keep the noise levels down could lead to this drastic
measure becoming a reality.
This is not a mere suggestion; it is a directive that must be followed
without question.
EMMs are urged not to hesitate reporting crews breaching these regulations.
Sincerely,
Luke
