It's much easier if you get planned subs approved now, so we only have to deal with injury/illness subs during Bumps. A sub is anyone who isn't in the crew listed on the CUCBC website (or, in the case of last minute changes, someone who won't have trained much with the crew this term). If you're just swapping people between crews permanently (e.g. you've discovered a third boat rower makes your second boat go faster), you can do this on the CUCBC website up until the Getting On Race without requesting permission explicitly from us. In general, subs should meet the following requirements (I've added the rules inspiring this info to an appendix below): Subs should have been eligible to row in the boat they are subbing into, had they been entered as a member of the crew (i.e. bona fide student at that college, not rowing in another boat, no blues or first Mays colours below third boat/third division, whichever is lower) Subbing for someone who cannot make the races for a reason which is acceptable depending on the division they are competing in (see rule 25 below), or for someone who cannot make the race due to accident/illness/family emergency (which is the only case we'll accept a sub request with less than 24 hours notice). Subs may not come from a higher boat, without exception (i.e. any sub which would give an unfair advantage to the crew they're subbing into, e.g. M1 to M2 or W3 to W4, even for the GoR, is expressly forbidden). Subs must not have been training with a town club outside college hours more than four times. (except for coxes.) If you submit requests for subs in the following format (hat tip to Sidney for this example), we'll be able to approve them very quickly in most cases: Sub 1 seat number, FIRSTNAME SURNAME Race Saturday division 4 Boat Sidney W1 Reason e.g. [injured shoulder | stomach bug | details of compulsory academic commitment] Substitute FIRSTNAME SURNAME - confirmation of student status at relevant college, confirmation not rowed in any other crew in this set of Bumps, confirmation not rowed with a town club this term, brief description of rowing history (especially relevant for coxing subs, who will also need to attend the coxes briefing and be competent enough to control the crew they're subbing into). Please ensure your requests are sent to BOTH committee at cucbc.org AND seniorcommittee at cucbc.org, and where possible group your requests into as few emails as possible. Please also ensure that you reply all to follow up enquiries. If need be, feel free to plead your case for why an exception should be made for your particular sub request, but we'll just fall back on the precedent set by previous decisions (that is why the Senior Committee exists after all). That the crew which competes in the first heat of a CUCBC event (including the Getting on Race) be considered the official crew for the duration of that event. No change in the official crew shall be allowed, except with the permission of the Executive Committee, which will usually be given only in exceptional circumstances such as accident or illness, or subject to Rule 25 in the case of the Lent and May races. b. That before the first heat, approval may be sought from the Executive Committee for a substitute in the first heat. If this is granted, the official crew should be provided in writing by the club concerned to the Executive Committee, and is expected to be the crew which has trained together that term. The official crew must be provided in advance of the first heat. c. That substitution of rowers from crews in a higher position on the River to those in either a lower position or those competing in the Getting on Race shall not be permitted. Rule 21 of 'Rules for Racing - Lent and May Races' a That no person who has gained first Lent or May Colours or a Trial Cap may row or steer below the third division of the CUCBC Lent or May Races or below his/her College third crew, whichever is the lower, without the permission of the Hon. Secretaries. This shall normally be given only in the case of accident or illness. b That no person who has rowed in, steered or been a reserve for any of the CUBC, CUWBC or CULRC crews may row below his/her College third May Boat without the permission of the Hon. Secretaries, which shall normally be given only in the case of accident or illness. c That anyone infringing 21.a and/or 21.b be forbidden to row or steer in any crew for the remainder of the Races. Rule 22 of 'Rules for Racing - Lent and May Races' a That, with the exception of the sandwich boats, no-one may row or steer in more than one division in one day, and that no-one who has rowed in a particular crew in the races may then row in another crew, except with the permission of the Executive Committee, which shall usually be given only in cases of accident or illness. b That anyone may row in one division and steer in another on the same day. c This rule shall span both the Men?s and Women?s races, such that it is not permitted to row twice (once in the Men?s races and once in the Women?s races) or cox twice (once in the Men?s races and once in the Women?s races) in one day, notwithstanding sandwich boats as exempted in rule 22.a. Rule 25 of 'Rules for Racing - Lent and May Races' Substitutes must be deemed capable by the Executive Committee of competing safely in the division they will be subbing into, and all substitutes must be eligible competitors for the crew they will be subbing into. Permission for substitution shall only be given in the exceptional circumstances allowed by Rule 5 and: a. to crews in the first or second division in the case of compulsory and immovable academic commitments; b. to crews in the third division in the case of academic commitments, or other sporting commitments; c. to crews in lower divisions for those reasons or any other reason, d. provided permission for any eligible substitute is sought at least 24 hours before racing. e. For the purposes of substitution eligibility, a crew?s division shall be the division it starts the races in. In the case of a crew competing in the Getting-On Race, Rule 25.c. shall apply. Some notes from the Chief Umpires: ? The bank at station nine is far from ideal. The Conservancy do not plan to??compact the clay. Instead, they plan to allow it to compact gradually over time under its own weight. The clay is pretty solid right now, and there?s no rain forecast which would change that, so bank parties should be able to stand on it to help crews land. Crews at this station should ensure they have at least one bank party ready to help them land, and you?ll likely want to keep the boat pushed off from the bank a bit to avoid the angle becoming too steep. Getting out of the boat will be challenging, so we?d definitely recommend making use of the portaloos at Control whilst you?re marshalling. There will be a temporary chain point here as the real one is currently buried under the clay. Hopefully it will all be back to normal by next Lents, and we won?t have to worry about the risk of the chain point disappearing into the river anymore! ? The forecast looks to be pretty warm; please ensure all crews come prepared with suncream, hats, and plenty of water. The UV index will be highest for the first three or four divisions, so crews in these divisions should be reminded of this in particular! Please ensure coxes have sunglasses so they don?t risk being blinded by the sun. ? Per my email yesterday, please ensure coxes are reminded to be on the lookout for wildlife, and in particular the three swan families. ? There is a bird scarer in the field near to Baitsbite lock, on the east side of the river. It sounds like a shotgun firing (or, if that isn?t a sound you?re familiar with, a loud, sharp bang/clack). If you?re waiting for cannons, it is possible that the bird scarer could be confused for the cannon. Please bear this in mind and listen to the count downs from your bank party to avoid false starts. Hopefully it won?t go off during the last five seconds before the cannon? ? ? Handheld filming is strictly forbidden for safety reasons, and will be punished as a severe safety offence. Filming from helmet / handlebar mounted cameras is fine, as long as the cyclist is able to keep both hands on the handlebars and is only looking where they are going and at the crews, and not the camera. ? Crews which excessively waste time on the row down to the start will be warned in the first instance, and then rewarded with a shortened chain thereafter. Or at any other time. -There were a few too many very slow clearances today, several resulting in stoppages. Ultimately coxes must remain in charge of their crews, and crews must respond to their coxes. Coxes should also be aware of the existence and position of following crews after bumps happen. -Turn up to marshalling on time, unless explicitly advised otherwise by CUCBC. -Marshalling crews should get back in boats as boats race past; you should not need to be told to do so. -Practice starts at the Plough must be started promptly with countdowns no longer than 10 seconds. -If you suffer from asthma or hay fever etc, make sure you bring relevant medications with you, eg inhalers and antihistamines. Even mild conditions may be exacerbated this week by high pollen count and temperatures. -We ask that bank parties do not wear high-visibility jackets as they are easily confused for umpires. -Bank parties should stay aware of commuters and dogs on the towpath. Any bumped out crews in the W5 division must paddle home quickly, as soon as the last racing crew has passed them, to ensure they clear the course ahead of the M5 division. After bumps happen, crews must clear quickly, sensibly and in control, ideally to the outside of corners, and must be aware of approaching crews from behind. Coxes must retain control, and crews must respond to them. There have been several incidents today, both serious and avoidable, which were fundamentally caused by coxes not making decisions promptly. Please remember that it is NEVER acceptable to collide with a stationary boat, nor can you afford to lose sight of what is going on around you. In the past poor standards have led us to reduce the size of the event to maintain a basic minimum standard of ability, and we will consider the running of the next two days when deciding on how many divisions to run in 2024. Friday and Saturday are likely to be busier on the towpath, which will make it more difficult or impossible to hear bank parties. To reiterate, coxes must remain in control. In addition as the towpath gets busier, please take care when cycling, and ensure all bike brakes are in good working order. Bank parties may instruct their own cox, and their own cox only, to concede a bump. Under no circumstances should any bank party instruct the cox of another college to concede; only a CUCBC Umpire and/or their own bank party may do this. If any bank party is observed instructing a different crew?s cox to concede, they will be liable to have that bump denied. Coxes should try to look behind them when they have bumped / been bumped, to check which side of the river is best to clear to and to check how much time they have to clear. If time permits, please do not head to the inside of a corner, and in particular please do not head to the inside of Grassy corner unless it is the only option (alternatives include rating back up to race pace to get around the corner and pull in on Plough reach, or just heading straight for the outside of Grassy if it won?t impede any racing crews). It is possible that a pollutant may be the cause, and the Environment Agency and Anglian Water are investigating / testing water samples etc. Even more so than you usually would, please ensure all of your rowers and coxes limit their exposure to Cam water (i.e. washing equipment and then hands after outings, avoid novice sculling sessions where capsizes are more likely, etc.), at least until we know more about what has killed the fish. The Environment Agency will be back on the river taking further samples to measure the dissolved oxygen levels today (Friday 23rd). One possible explanation is that the large amount of cold storm water entering the river from the heavy rains led to the dissolved oxygen levels in the warmer river water becoming so low as to cause the fish deaths, as cold water can dissolve oxygen better than warm water. Unfortunately the results of the tests on Tuesday cannot prove this, so for now, please continue to take extra precautions after outings. They measured the dissolved oxygen levels back up at 100% on Friday, so the river seems to be recovering. The dead fish are expected to be washed down to the weirs where they will decompose, but the aeration of the water at the weir should counteract the reduction in dissolved oxygen which occurs with decomposition. If you have crews or small boats heading out, please warn them that in addition to the silt causing issues on the corners, there is now significant weed which is forcing powered vessels to stay closer to the middle of the river.
