[CUCBC Captains] [CUCBC] Fog conditions safety reminder

Dear Captains,

Please ensure all crews are aware that they MUST have lights attached at
both ends of every boat out in foggy conditions (steady beam, bright enough
to be seen, attached to bow and stern and not a person/rigger).

This is especially vital in conditions like this morning's, where
visibility was as low as 3/4 of one's own boat. As a cox myself, please
also be considerate of crews following you - consider asking coxes to wear
a bright-coloured jacket / hi vis vest in these conditions.
