Happy New Year!

Please see Jo?s email below. The CRA Winter League consists of three legs, raced in January, February and March, with times being combined across all three legs to determine the winners.

CRA entries are given precedence, but assuming spaces are still available, CUCBC clubs can enter too. All three legs must be raced to be eligible for prizes (in categories with sufficient entries), so entry into all three legs are given precedence, but entry into a single leg is normally possible too. I?ll forward on additional information as it becomes available.

I hope you?ve had a restful winter break and are looking forward to getting back on the Cam. The rota for Early Morning Marshals for the upcoming Lent Term has now been updated on the CUCBC website, please find it at https://www.cucbc.org/marshals <https://www.cucbc.org/marshals>.

Please ensure that an appropriate representative of your club is in place at the stated time on all days allocated, allocations have been made based on the number of crews from each college that competed in the Fairbairn Cup 2021 races.

A copy of the instructions is also attached to this email. Please share these with those fulfilling marshalling responsibilities for your club.

Winter Head to Head

The 2022 Winter Head To Head will be held on 22nd January 2022.  A great chance to get 4k of race distance on the clock!

	? The race is two lengths of 2,000m.
	? The first leg starts at the Chesterton Railway Bridge in Cambridge and finishes at the A14 bridge.
	? Boats spin at the lock and racing starts again at the A14 bridge and finishes at the Chesterton Railway Bridge.

Division Times:

	? Div 1: 09:00
	? Div 2: 10:45
	? Div 3: 12:30
	? Div 4: 14:15

Crews can be entered in all boat classes under the following categories:

	? Student (Lents Div 1, Lents Div 2, Lents Div 3 or below) or

	? Cambridge Rowing Association (Championship, Club, Novice).

Winners for categories with 3 or more entries (or 2 or more for juniors) will receive prizes.

The captains' meeting this term is to be held virtually on Sunday at 
19:00 via Google Meets at [ meet.google.com/zzd-iisr-ydc 
<http://meet.google.com/zzd-iisr-ydc> ] (hopefully, this will still work 
on Sunday evening!). Apologies for the short notice!

The final agenda is yet to be determined. The Bumps will be discussed, 
as well as any points to be raised from last term's meeting (which 
minutes I have attached hereto).

Discussion around the Bumps will include rule changes for substitutions, 
and whether the results from this year will stand as the starting order 
for 2023.

Any agenda items for discussion need to be submitted to the Executive 
Committee before Friday at 19:00 (i.e. 48 hours before).

The Pembroke Regatta 2022 will take place on Saturday 19th January 2022.

The regatta is open to all current College VIIIs, College Alumni VIIIs 
and invitational VIIIs. The race course runs between the Stump at the 
end of the Long Reach and Peter's Posts.

The entry fee is ?72 per crew and the entries will be open from 29th 
January to 5pm on 12th February. The draw will be published on 14th 
February.

Entry details will shortly be sent to clubs via email. All important 
information will also be updated on Twitter @pemregatta.

I thought I would make you aware of something that you may not know and which you and your fellow captains
may want to take action over.

There are  13 Conservators who vote at their quarterly meetings, there being one such meeting this coming Thursday.
Three of the Conservators are appointed by the University although at present there are only two with one vacancy.

The two Conservators are:
Mr Steven  Morris (Magdalene)
Mr Giles Greenfield (Darwin)

You may wish to consider whether lobbying them and point out the unfairness of the proposed licence fees increases
it could have an impact on the decision on Thursday.

Remember if they vote in favour of the increases, a simple majority, there is no way back and the increases will come into effect as from 1st April 2022
This is the last chance to do something.

If you wish to discuss this further, please give me a call.

Thanks to Francis for passing this on - looks like the Conservators Quarterly Meeting will be held on Teams @ 09:30 tomorrow (Thursday).

As John notes, the relevant items on the agenda are 6.1 through 6.4. I attach the agenda and the paper for those items.

The Conservators do ask that anyone wishing to attend email?info at camconservators.org.uk, but I suspect you can just use the link below to join if you don?t get a chance to email / don?t hear back in time.

Please remain civil and constructive in your feedback, if you are able to speak.

I also attach a quick summary of the proposed fees for rowing vessels for 2021/22, compared to 2020/21, and three alternative proposals that would result in a 0%, 5%, or 10% increase in revenue from all rowing vessels registered (other vessel classes are also increasing, so I suspect a 0% increase would be deemed unfair on other river users).

Dear Captains,

Hope everyone had a good first week of term on the river.

A few general points have come up from the Early Morning Marshal reports this week that we?d like to remind everyone of:

Lights: If you are boating within the first 15 minutes of Lighting Down you should have solid white lights on the bow and stern of your boats - these should be visible to other boats on the water (and the marshals on duty), please make sure they have charge and are switched on.

Traffic: If you are boating within the first 15 minutes of Lighting Down, you should set off with full crew at full slide if the river in front is clear and until passing under the Chesterton footbridge. Additionally, no crew should spin before Baitsbite Lock in the 15 minutes after Lighting Down.

Noise: As Lighting Down times move earlier, a reminder that excessive/loud coxing is not permitted before 7:30 am. Coaching from the bank is also prohibited before 7:30 am or upon passing under the railway bridge.

We hope you have had a good first week of rowing in full term, and thanks
for all the EMM reports.

Based upon EMM rota recordings and Committee observation of early mornings
last week, and following discussion, the CUCBC Exec and Senior Committees
have decided to enact the 15-minute rule, *effective from Thursday 3rd
February*.

15 minute rule: "*Only first Eights* may boat within the *first 15
minutes* after
Lighting Down, or after the allowed boating time on Saturdays and Sundays.
All other crews may boat 15 minutes after Lighting Down." (15 minute rule:
http://www.cucbc.org/handbook/earlies) Do note this is for 1st VIIIs only,
and is not affected by position in Lents or Mays.

This should hopefully reduce frustrations and increase spacing of boats on
the river. If this doesn't work, we'll look at bringing the two-boat system
in instead; but our hope is that the 15-minute rule is sufficient to give
crews more time rowing and less time queueing. Please can you inform EMMs
to enforce this from this Thursday, for everyone's benefit.

Secondly a reminder regarding *lights *(have solid white lights on

Entries for Lent Bumps 2022 are now open on the CUCBC website - you will need your CUCBC website captain login to access the entry form. Entries will remain open until Sunday 13th February at 23:45. Once entries have closed, Dr Dan Wilkins (CUCBC Senior Treasurer) will issue your CUCBC bills, which will include a charge of ?45 per crew, plus any outstanding charges against your club. Your bill will include payment details. Payment will be due by 21st February, so please be prepared to organise payment promptly once you receive your bill.
