[CUCBC Captains] Bung Starts

Hi all,

In accordance with rule 12 of the Restrictions on Use of the River (here <https://www.cucbc.org/handbook/rules/restrictions>), bung starts will be permitted outside the boathouses on Sunday and Monday, for crews to practise counting down and pushing out. To ensure our fellow river users are not excessively disturbed by wash, please keep bung starts to the first two or three strokes of the start and no more.
