[CUCBC Captains] Potential ice below railway bridge

Dear Captains,
We've had a few reports of ice around the reach, specifically below the
railway bridge.

We do not the set the flag outside of term time, so please use your
judgement and common sense in planning outings - a crunchy river may not be
healthy to your boats, and low temperatures carries a significant risk of
hypothermia to crew.
