This is a head race which runs over the approximate length of the Lent Bumps course, beginning with a rolling start from the Bumps Headship Station and ending with a bow finish at Peter?s Post, downstream of the Penny Ferry Pub. This race functions as an excellent opportunity to trial the full Bumps course under race conditions. And, if that?s not incentive enough, prizes will be awarded to the fastest boats! Please remember to remind your coxes that the town crews will be out before Lighting Down and you should expect to meet them on their way home, so following normal navigation is essential at all times. Lights are required for the 15 minutes following Lighting Down and the 15 minutes preceding Lighting Up, as well as at all times of reduced visibility. Lights must be solid white lights visible through the full 360 degrees. Lent Term brings some additional early morning traffic restrictions for crews boating in the first 15 minutes after lighting down: They must row full-crew and full-slide until at least Chesterton Footbridge. If there?s no-one behind you, nobody is going to enforce this, but if your crew is the one causing traffic to accumulate behind you, fines will be issued. They must row all the way to Baitsbite before spinning (i.e. they may not spin at the P&E or at the bottom of the reach, except for emergencies) Crews unable to manage both of these things must wait until 15 minutes after Lighting Down before boating. The Early Morning Marshals rota will be updated soon, and will begin next Monday. Following discussion, we are proposing to introduce the 15-minute rule starting from the beginning of next week (the 27th) and monitor the situation as lighting down gets earlier as well. If that doesn't work, we'll look at bringing in the two boat system instead, but hope that this will be sufficient to ensure that people get to spend more time rowing and less time queuing. The 15-minute rule is as follows "*Only first eights* may boat within the *first 15 minutes* after Lighting Down or after the allowed boating time on Saturdays and Sundays. All other crews may boat 15 minutes after Lighting Down." (from here: http://cucbc.org/handbook/earlies) Please note that this is 1st boats only, and not affected by position in Lents or Mays. We've also had a number of reports of crews making minor errors in navigation, which are cumulatively contributing to the traffic situation. Could you remind coxes and coaches that: - If they can spin and the row out of the spinning zone before coaching chats, this lets following crews spin faster, - If you are going to have a lengthy chat, please pull in on the bank so that people can get past easily, - Crews heading upstream have right of way on the crossing points. I've lost track of the number of entangled crews I've seen this week, which again just slows everyone down as traffic backs up behind the collision, - If you are pushing off within 15 minutes of lighting down, please row all 8s to the Chesterton footbridge to avoid queues stacking up behind you and don't spin till Baitsbite. We appreciate that no-one is going out of their way to make the river a traffic jam, and this is certainly not meant to be a chastisement directed at anyone in particular! We all share the water, and we all want the same things here. For those who missed Sunday, the situation is: Water polo varsity falls on the last day of Lent bumps. There are currently a number of rowers who cannot legally take part in first or second division bumps as they will be representing the University at Varsity. The rules are currently that substitutions must be for academic reasons only for the first and second division. We want lots of people involved in college rowing It is beneficial to all boat clubs to encourage talented sportsmen in our colleges to row on top of their other sports. It gives all of us a greater pool of rowers and allows a high standard of rowing. A University blues sport will naturally be considered a higher priority than college sport. Such high level athletes are often in the top two divisions, and because of the 12 outing rule if they can?t do bumps they are prevented in rowing for their crew for a whole term. It is a shame to take away the opportunity to do both. The current rules are unrepresentative Subs are currently allowed for academic reasons, however we have commitments beyond rowing and academics, and legitimate immovable events (blues sports, weddings) in those areas. To allow one, but not the other, is contradictory. As a result the current system invites abuse. A coach from a different college suggested that one of the rowers affected pull an ?injury? on the last day. As I think all captains would agree, we?ve agreed to compete against each other under certain conditions; to not do so takes away the point of the competition. The rules do however need to be realistic, if we are to take away the expectation that they will be abused. Legitimising Subs for other reasons would not affect the integrity of the competition As we allow subs for academics and injuries, we can ? and do- have subs in top boats.The nature of the reason, whether it is academic or varsity sport, is irrelevant and has no bearing on whether or not we have subs. This will not create a sudden influx of subs into the top divisions, it will merely change the rules to reflect the realistic reasons for a sub. Requiring a sub is a bad situation for a captain. Training with a complete crew is far preferable to the turmoil cause to training by trying to include a ninth person in outings. This disruption and the difficulty of rowing with a sub for a race far offsets any benefits of fresh legs. No top crew would choose to have a sub if it was all possible to avoid it. A 1-sub limit We would float the idea of a 1 sub limit per crew, in the interest of preserving the same crews. This would protect the integrity of the competition (if it were felt to be needed) but acknowledge that there will always be clashes with things which have to be prioritised over bumps, and not just in our academic lives. We think that 1 sub seems the right level (but would be open to suggestions!), in that whilst single instance of such events happen each campaign, it is unlikely that there would be multiple in a crew. We would also suggest requiring some evidence, rather than just a request, to be presented to cucbc. So we propose? - amend the rules, to allow at least Blues competitions (as an immovable and higher priority university commitment). - we would not be against including immovable family commitments, as we believe it is not in a boat clubs interest to allow subs. - in the interest of preserving the same crews, we would suggest a one-sub per boat rule, and the requirement of evidence not just an email. Bumps crews were fixed from the first race to the last (as is the case in any British Rowing multi-round regatta, as well as multi-day regattas such as Henley Women?s and Henley Royal). Like BR races, HWR and HRR, the rules did allow for substitutions in exceptional circumstances (accident, injury or illness). However, as the senior governing body of a university society which is organising races for full time students during the full university term, we have a duty to ensure no student is forced to neglect their studies to take part, and thus substitutions for immovable and unmissable academic commitments are not up for debate, nor will they ever be (but they should be unmissable and immovable!). After years or receiving and having to reject substitute requests under these rules, the CUCBC Exec and Senior committees found that this was particularly problematic for smaller boat clubs, who struggled to get an VIII together, as well as for lower boats rowers, who tend to be less committed and less willing to cancel all other commitments for Bumps. Thus, we proposed the rules as they stand now. A few guiding principles helped us to agree on them: ? First boats should continue to be held to the same high standards as they have always been, as they are the ultimate representations of the rowing talent at each college in a given year. ? Crews must be bound by the same rules as the crews around them. ? Most first boats are in the first and second divisions (some are not, but if we apply the same rules to all first boats, then we pretty much have to apply the same rules to all divisions, so a compromise is necessary) Reaching a compromise was not easy, but the current situation, where the first and second divisions are treated the same, and the lower divisions gradually more leniently, was the best we could come up with whilst preserving the decades of precedent behind the pre-2019 rules. Poppy suggests that opening up the substitution rules would not lead to an inundation of subs in the first and second divisions, but the Senior Committee have decades of experience of answering sub requests, and we strongly believe otherwise. Almost every year we receive one or two requests from a first division rower who wants to miss a single day of racing - in particular (and is the case with Water Polo Cuppers) the final day of racing. You?d be surprised how often an ex-Blue / Blondie / Goldie rower who can?t commit to the whole term is available to race on the Saturday. Given the fact that we were already receiving those requests under the old, strict rules, we genuinely don?t understand how we can expect not to receive many more requests if substitutes are allowed for more reasons in the first two divisions. The vast majority of the policing of Bumps rules relies on Captains being honest and honourable, and I do genuinely believe very few, if any, Captains would lie about an injury or illness to drop a particularly exceptional rower in for one day just to get a bump. However, if the rules open the door so that such requests do not require flat out lies, we?re not sure how far ?wanting to keep the same crew everyday? will stretch. I know that, I, for one, would not want to see the crew that we narrowly held off the day before, turn up with a talented and well rested rower in the middle of the boat, just because one of their rowers has a family birthday party to go to. It's much easier if you get planned?subs?approved now, so we only have to deal with injury/illness?subs?during?Bumps. A?sub?is anyone who isn't in the crew listed on the CUCBC website (or, in the case of last minute changes, someone who won't have trained much with the crew this term). If you're just swapping people between crews permanently?(e.g. you've discovered a third boat rower makes your second boat go faster), you can do this on the CUCBC website up until the Getting On Race without requesting permission explicitly from us. In general,?subs?should meet the following requirements (I've added the rules inspiring this info to an appendix below): ? should have been eligible to row in the boat they are subbing into, had they been entered as a member of the crew (i.e. bona fide student at that college, not rowing in another boat, no blues or first Mays colours below third boat/third division, whichever is lower) ? subbing for someone who cannot make the races for a reason which is acceptable depending on the division they are competing in (see rule 25 below), or for someone who cannot make the race due to accident/illness/family emergency (which is the only case we'll accept a sub request with less than 24 hours notice). ? subs?may not come from a higher boat, without exception (i.e. any?sub?which would give an unfair advantage to the crew they're subbing into, e.g. M1 to M2 or W3 to W4, even for the GoR, is expressly forbidden). ? subs?must not have been training with a town club outside college hours If you submit requests for?subs?in the following format (hat tip to Sidney for this example), we'll be able to approve them very quickly in most cases: Sub?1 seat number, FIRSTNAME SURNAME Race?Saturday?division 4 Boat?Sidney M2 Reason?e.g. [injured shoulder | stomach bug | details of compulsory academic commitment] Substitute?FIRSTNAME SURNAME - confirmation of student status at relevant college, confirmation not rowed in any other crew in this set of?Bumps, confirmation not rowed with a town club this term, brief description of rowing history (especially relevant for coxing?subs, who will also need to attend the coxes briefing and be competent enough to control the crew they're subbing into). Please also ensure that you reply all to follow up enquiries. If need be, feel free to plead your case for why an exception should be made for your particular?sub?request, but we'll just fall back on the precedent set by previous decisions (that is why the Senior Committee exist after all). That before the first heat, approval may be sought from the Executive Committee for a?substitute?in the first heat. This shall normally be given only in the case of accident or illness. b That no person who has rowed in, steered or been a reserve for any of the CUBC, CUWBC or CULRC crews may row below his/her College third May Boat without the permission of the Hon.?Secretaries, which shall normally be given only in the case of accident or illness. Rule 22 of 'Rules for Racing - Lent and May Races' a That, with the exception of the sandwich boats, no-one may row or steer in more than one division in one day, and that no-one who has rowed in a particular crew in the races may then row in another crew, except with the permission of the Executive Committee, which shall usually be given only in cases of accident or illness. b That anyone may row in one division and steer in another on the same day. Rule 25 of 'Rules for Racing - Lent and May Races' Substitutes must be deemed capable by the Executive Committee of competing safely in the division they will be subbing into, and all substitutes must be eligible competitors for the crew they will be subbing into.
