A compromise has been agreed which will see the full river closures continue from 09:00 - 18:00 on weekdays until the 22nd October (note the hour later start time to allow for morning outings). However, the pontoon will be moved to the P&E carpark overnight and at weekends, such that there will be minimal obstruction to river traffic during peak rowing times (mornings for colleges, and early mornings / evenings for CRA clubs). This should mean that we do not need to impose extra restrictions on college rowing, but we?ll keep an eye on how this situation is working. In particular, novice crews may struggle to spin at the P&E with less room, so you may want to direct them to Jesus lock until they can make it to the bottom of the long reach. Please note that the towpath will remain open throughout, so if you wish to have outings during the full river closures you can do, but you?ll have to carry your boat around the river closure. In the first instance, please send any comments about relevant medical issues to Jo Burch at camrowassociationsecretary at gmail.com - date/location/contact with water/GPs assessment would be appreciated. *Anti-social or threatening behaviour* The council have received numerous reports, but from a limited number of individuals. In order to establish the extent of the nuisance and the impact it may be having they have written to residents living on or near the river informing them how to report any behaviour that may have cause them a disturbance. They also want to ensure the rowing community know how to report anything that might concern them when using this river. Concerns about nuisance or anti-social behaviour can be reported directly to the Community Safety Team on 01223 457950 or via email, asbsection at cambridge.gov.uk. If the behaviour is happening on a regular basis (rather than a one-off), we would ask those affected to keep a record detailing date, time and what happened. Any illegal, aggressive or threatening behaviour should be reported directly to the Police on 101 or via their online reporting page here Cam Conservators are responsible for dealing with any incidents that may impact on the safe navigation of the river and can be contacted on 01223 863785 *Wildlife on the river* As well as asking us to report anti-social or threatening behaviour, the Council have asked us to remind all college crews of the need to be vigilant of wildlife on the Cam, and to take all necessary action to avoid colliding with ducks, swans etc. Whilst it is true that they'll often move in time, sometimes this is not the case (such as when they're feeding underwater), so please be mindful of this. *Early morning noise* Some of you may be aware that the Council were making a concerted effort to identify crews and coaches who were making excessive noise near to residents in the early morning (i.e. before 07:30, and in particular before 07:00). This includes all of the river along the boathouses and riverside, all the way up to the Railway Bridge. I'm pretty sure I've seen them out already this term, so please ensure all of your coaches are reminded of the rules - particularly with the clocks going back in a few weeks. Unfortunately there is one issue we still need to clear up before we can do the draw, but so that people can start planning, here is what we are currently planning for the race timetable. I am aware that several crews have academic commitments which mean they have to race as late in the day as possible, however we are limited by darkness as we must start the last race of each day in sufficient time for each crew to get back to their boathouses before lighting up. Here is a rough outline of what we expect to run: Tuesday 5th: All M1/W1 R16 races, W2 QFs (~13 races) marshalling 1500, starting 15:05-16:05 at 5 min intervals. Thursday 7th: All M1/W1/M2 QFs (~12 races) marshalling 1500, starting 15:05-16:00 at 5 min intervals. Friday 8th: All SFs and Finals, marshalling 1430, SFs starting 14:30-15:05, then finals starting 15:45-16:00. Each competing club will be expected to provide marshals in order to facilitate the safe running of the event. A full draw, timetable and marshals' rota will be circulated as soon as possible. I will be your point of contact for all financial issues related to CUCBC, from race entry fees to bills and fines. You should have just received an e-mail from me with your club?s bill for the Michaelmas term. In general, bills are distributed at the start of term captains? meetings, or by e-mail shortly after. The bill will show all charges that your club incurred and any payments that were made during the previous term. Race entry fees must be paid immediately at the time of the entry deadline (before the races happen and before you receive the next term?s bill). Any other charges (for example if your club incurs a fine) do not need to be paid until the bill arrives at the start of the next term. The race entry fees (and the payments) will appear on the next bill. The deadline for bill payments is the entry deadline for each term?s CUCBC race, whether that be the Lent or May Bumps or the University Fours (though I?ve delayed the deadline this term). By each deadline, you must pay the full balance of your bill in addition to all the entry fees you owe for that race. If your bill shows a negative balance, your club?s account is in credit, and you should subtract this credit from any entry fees that you pay. Unless your entry fees and bill have been paid in full, your club?s crews will not be permitted to race. The preferred payment method is bank transfer to the account detailed on the bottom of the bill. If you need to arrange alternative means of payment, please let me know. If your club is unfortunate enough to receive a fine (either during the term?s training, or during the Bumps) and you think that the fine is unfair, you may appeal the fine by e-mailing me within 48 hours of receiving the notification that the fine has been levied. No appeals will be considered past this deadline. I will do my best to adjudicate the appeal and respond as quickly as possible, though sometimes the appeal can take some time if I need to obtain further information from the person who reported the fine. The marshals rota is attached to this email. All competing clubs are required to provide marshals. Failure to provide your allocated marshals will result in your club not being allowed to compete, as marshals are essential to the safe running of the event. Marshals should be senior rowers or coxes, and will need a bike. They should meet at the Railway Bridge at the start of their slot. Crews should carry lights for the row home on every day of racing.
