[CUCBC Captains] Wednesday Bung Starts

Dear all,

We've had a request to also allow Bung Starts on Wednesday morning for
crews who can't practice today or tomorrow because of exam commitments.
This will be permitted, but on the same conditions as regular bung starts
(you can count down, push out, take the first two strokes, and then stop).
