[CUCBC Captains] Evening Rowing

As a further exception to the normal rules for tonight (Tuesday 25th April)
and tomorrow (Wednesday 26th April), IVs comprising members of a crew who
would be allowed to row below Baitsbite (as defined by Rule 28
<http://www.cucbc.org/handbook/rules/below_baitsbite>) will be allowed to
row during the Men's and Women's "hour", as long as they are only
proceeding down to Baitsbite lock or returning from over Baitsbite lock. In
both directions, they should row with the whole crew for as much time as
possible. This is because there is no time to get down to the lock before
the Men's and Women's "hour" starts, and no changeover period to return (or
indeed head down and over).

Normal rules return for Thursday evening.
