The senior committee, including the chief umpires, will decide on the number of divisions in due course, and this will be announced at the start of term captains' meeting in accordance with the handbook.
It should be made clear now however that the captains do not have a vote on the number of divisions the chief umpires are willing to run. Any motion you may wish to bring forward should be invariant under the chief umpires' decisions on divisions, else is in essence a threat.
That said, be mindful of the decisions that were taken by the captains last year in order to try and improve the standard of the lower boats. These decisions were supported by the senior committee as strategies likely to bring about positive change (in particular, that weekday afternoon outings count as 1.5); this is being taken into consideration.
This sounds very authoritarian, but it is nonetheless the state of things.
