[CUCBC Captains] Changes to May Bumps 2017 (HWR)

> As some of you may be aware, this year's May Bumps clash with Henley Women's Regatta. Following discussions from the CUCBC committee, the dates of May Bumps cannot be changed due to constraints with exams before and May Balls afterwards. 

> I would like to propose an amendment to the CUCBC Handbook such that if a crew enters HWR, they are allowed to miss bumps on the days that they race in HWR. This would likely be only on the Friday, and possibly on the Saturday. As it stands, crews are allowed to miss one race, but no more (at a cost of having to get on again the next and lose our place in the division). Therefore, this rule would only be triggered if a crew not only qualifies, but also wins the first heat which is on Friday afternoon.

> Henley is a prestigious national event that every boat club should be free to enter. It allows college crews to compete against universities and participate in and compare themselves with the wider rowing community. It would be a real shame for a crew to miss such an opportunity. Furthermore, many alumni funds that finance college clubs are given on the understanding that a crew trains with the ultimate goal of competing at Henley.
