[CUCBC Captains] Cam clear up

Dear Captains,

Now that the Bumps are over, we expect fewer crews to be training
regularly. As such, the 'two boats rule' is no longer going to be enforced
(unless traffic is unexpectedly bad, i.e. more than 60 boats in the morning
on 3 consecutive days).

Other rules (regarding noise, no training in darkness, etc.) still stand
however.
