[CUCBC Captains] Lights within 15 minutes of lighting up/down

Three further points of note:

- Lights must be bright enough to be seen - please keep a stock of batteries in the boathouse so that they can be changed when necessary.

- Lights must be visible from ahead/behind. While lights mounted to riggers may be OK, often they are visible from one side only. Either mount then on the boat itself, the cox/bowman or use 2 on opposite riggers.

- Lights must be used at all times if there is fog. This applies especially to lower boats who would generally not need to use them because of their later pushing out time.
