Clare will be having a camp on-Cam between the 6th and the 12th of January. If any of you from other colleges who are going to be training in town at that time would be interested in arranging either rowing-related or social events during this period I'd like to hear from you. We were hoping we might be able to put together a mini scratch-crew regatta on the Sunday (12th) with some other colleges and race a few hundred metres on the Reach or something. Equally, we'll be arranging social events for Clare every night but it would be much more fun to get more colleges involved and swap or do something bigger together. In November, British Rowing Council agreed to the outline of these changes and in particular to work towards a ?categories? based approach to events for 2014/15 as well as ?simplifying? the rules for less formal and smaller events. There are traffic lights set up either side of the bridge and these must be obeyed except during events where the lights may be covered and replaced by marshals. Please ensure to give plenty of room for other vessels to pass through the restricted section especially barges and other large powered craft as they are slower and less maneuverable. In particular if waiting upstream of the bridge please stop far upstream to avoid drifting into the path of oncoming vessels. Please make sure all coxes and coaches are aware of the need to leave plenty of room. Between lighting down and 8:30am in the morning each college may only have ONE boat on the water at any time. This applies to VIIIs and IVs but not to small boats (singles, pairs, doubles etc). These restrictions will come into force when the flag is in operation from Tuesday this week. Only 1st VIIIs will be permitted to boat in the first 15 minutes after lighting down. The same applies to 11am on weekends. All crews that need a coach to be present must have 2 coaches with them on the bank. This ensures that one person can remain with the crew past the bridge obstruction as it is not possible to cross there. The other coach should cross at the white bridge along Riverside to reach the P&E. These restrictions may be re-evaluated following consultation with the contractors and other river users to see whether there is anything that can be done to ease traffic, but for the time being keeping numbers low is important for safety and to prevent a bottleneck. We are sorry this is necessary and we are sympathetic to how much this will disrupt your rowing this term but this is a significant obstruction. We will be attempting to find measures to alleviate any of these restrictions if it is safe to do so. It also leads to people trying to overtake in unsuitable places. Crews breaking this rule and obstructing crews behind, when not obliged to do so by traffic ahead, will be fair game for fines. If you insist on having a slow warmup, by all means do so but don't boat until crews upstream have pushed off and gone by, and be prepared to either speed up or pull into the bank and stop as and when other crews approach from behind. 2) Flag Setting of the flag is not so much about the individual competence of a boat, but how many boats can safely use the river at once in the given conditions. Typically a yellow flag would limit the number of boats on the water in the morning to 30/40. This term we have the advantage of a 30(ish) boat limit, meaning that we are able to be a give a green flag in otherwise marginal conditions, such as the foggy mornings earlier this week. Remember though that THE DECISION TO GO OUT, OR NOT TO GO OUT, RESTS WITH THE COACH AND COX OF EVERY BOAT. If your cox is inexperienced, or known to be less than entirely aware of what's going on, an outing in fog where the bank party cannot easily see/communicate the situation ahead may not be a good idea. Likewise, a scrappy crew of last term's novices perhaps oughtn't be going out in higher winds. One outing will not make much difference to your crew's training, but a poorly chosen time to go out could lead to serious damage/injury to your crew or to others. 3) Lights The quality of lights of late has been bad, and in the fog diabolical. Lights must be BRIGHT, they must be WHITE and they must be VISIBLE. Get some decent batteries for your lights - in foggy conditions they should be the first thing crews behind see. I know that people take a relaxed view to lights in clear conditions, but to do so in thick fog is highly dangerous. Lights should be white on both ends of the boat. A additional red light on the stern is used by some CRA crews, but not required for college boats. A red light on your bows (the FRONT end of your boat!) is not acceptable, Sidney. Lights must be visible. A light attached to your bowman's rigger may only be visible from one side of the boat - potentially hazardous at the crossover points. Lights really ought to be attached to the canvas of your boat / the back of your cox/bowman, but if you insist on using rigger mounted lights put them on both sides of the boat, Churchill. 4) Spinning At the lock boats should queue and spin one at a time. No, it might not be the fastest thing for your boat. But it is the fastest way to get everyone spun and everyone off in good time, Emmanuel. On a similar note, please row out of the spinning zone before pulling in/stopping for a coaching chat. 5) Boating times. First boat can push off at lighting down, lower boats not for another 15 mintues, LMBC. Given that we get 3/4 boats through the lights every few minutes at Chesterton, you're really not losing out on water time this term! Crews named above are for the sake of making examples - consider yourselves warned! You will not be fined on this occasion. Play nicely... Heel restraints are there to make escape easy in case of capsize. They should prevent the heel of any shoe from coming above the horizontal when lifted. British Rowing and CUCBC require that they are fitted to all boats, and they they are robust (i.e. not likely to snap when you try to escape). Concept2 style footplates should not be used in an unmodified form - please contact me if you would like further information. In Michaelmas term each club submitted an annual safety statement, which explicitly stated that all of your boats were appropriately maintained. I'm disappointed to hear that this is not the case for a small number of clubs, and will be making individual contact with those concerned. Luckily, this time, there were no injuries. Please pass on the message to your crews that they must all be vigilant, and that this applies to rowers as well as coxes. A good shout from stern pair can help avoid a collision in a queue, and bow pair looking over their shoulder every 10 strokes or so in key areas of the river (i.e. Chesterton, where you have no bankparty and a known queueing spot) may pick up things your cox misses. It's also important that your crew can actually stop the boat in an emergency - something crews on the Cam are very bad at compared to the rest of the country. There is an excellent video at http://thamesrc.co.uk/the-club/safety/ listed under 'emergency stop'. All rowers should have their blades flat on the water and lift the handles firmly together. An VIII at paddling pace should be able to stop within one length. While I'm on the topic of queueing, please try to be aware of boat movement at Chesterton. The lights will always impose a crossover point for boats travelling in one direction - therefore while queueing please try to leave a navigable channel. I appreciate that in the mornings there can be quite a few boats waiting and that there isn't necessarily anything to anchor yourselves to. However, provided that you decisively pick one side or other of the river as appropriate, and manouevre as necessary to keep yourselves there, this shouldn't create traffic flow problems. The following is a list of clubs that need to get on this asap.
