[CUCBC Captains] Winter League River Closure

Dear all

This is a reminder that race pace pressure and practice starts are NOT
PERMITTED upstream of Chesterton footbridge. The river is narrow and
navigation is tricky at the best of times.

We have had a number of incidents of crews practicing a start and nearly
colliding with an oncoming boat.

This needs to stop before a near miss turns into a full head on collision.
