[CUCBC Captains] SBR 2013 Schedule Iteration 3 and Umpires

the SBR Schedule Iteration 3. There are very few changes in this
version. Be aware that races later in the week are subject to slight
changes based on the results of day 1 and 2.

I currently have at most 3 umpires per day. This is insufficient to run the
SBRs. Boat club captains please "encourage" your members to "volunteer", or
the races will simply not run.
