[CUCBC Captains] Uni IVs Umpiring

Dear All,

The response to my request for Uni IVs umpires has been lukewarm (perhaps
unsurprisingly).

As it stands, next week's races will not run unless I have more.

For each club competing in Uni IVs I am going to request at least one umpire
be put forward and into contact with me.

This will be in conjunction with further email to the community at large for
volunteers.
