[CUCBC Captains] Exceptional Rowers

In addition, members of the CUBC, CUWBC and CULRC squads may not compete 
in the Lent Bumps without the permission of both the CUCBC committee and 
the relevant university club President, which is not normally given except for 
CUWBC and CULRC spares.
