[CUCBC Captains] No Row Through for Winter League

Dear Contacts and Captains,

Due to the river closure caused by the Winter Leagues this term, the river
will be open all day on Saturday 16th January, and on Saturday 20th
February.  As a result of this, no crew will be permitted to row through the
winter leagues.
