Weekend rowing is permitted on Saturday and Sunday after 11am only. The two boat rule is NOT in effect, but may be brought into effect later in term if needed, as decided by the executive committee. River closures for the Lent Term have been posted on the front page of the CUCBC website. Please check this list when planning outings. Pembroke Regatta has not yet been added to this list, but a preliminary date for this regatta is Saturday, 13th February. Please note that on Saturday, 16th January and on Saturday, 20th February there will be no weekend restrictions to allow for the winter league on the following day. (i.e. boating will be allowed before 11am). The early morning marshals rota is posted on the CUCBC website, and the first marshals should appear on Tuesday, 12th January (tomorrow). Information about the next Captains' Meeting will be e-mailed around shortly. This may sound like an unnecessary reminder, but it would be wise to remind all your crews (or have crew captains remind their crews) that it is especially cold this winter, and that everyone should dress appropriately. If the outside temperature is very cold (usually below 0 degrees celsius), then slower wind speeds than normal may call for a yellow flag. It is also important to be aware that the river can freeze if temperatures become very cold. The tow path can also get very icy, so it is important to be careful while cycling to watch where you are going and be prepared. The new rule can be read as follows: - ?For the 10 minutes following lighting down, no boat will be permitted to be on the water, save for college first crews and university crews.? This rule will come into effect between Monday, 25th January, 2010 and Saturday, 27th February, 2010 inclusive (unless otherwise announced by the committee). The hope is that this will split the morning rush into two waves of boats leaving the boathouse area, and hence quicken things up in the morning. It was discussed that this rule would be difficult to enforce, except for the most obvious situations. It is up to captains to ensure this rule is followed, as it is for everyone's benefit. Unfortunately it is also my job to relay all the negative comments which have been made, and will comprise the rest of this e-mail. It was also discussed during the meeting that several coxes were spinning in inconvenient places, and notably at Baitsbite lock. Please note that proper spinning locations are: - Jesus Lock - Baitsbite Lock - Between the P&E and Peter's Posts - Between the two posts at the bottom of the reach It is not acceptable to spin anywhere else, unless in the case of a real emergency. When spinning at Baitsbite lock, crews should spin below the large sign which tells boats to "spin here". Otherwise, several crews spinning could slow everything down, and possibly cause a dangerous situation with some crews getting stuck too close to the weir. It was requested at the captains meeting that all coxes be taught to spin quickly, as slow spinning is a large contribution to slowing down early morning outings (and outings in general). This morning, there were and overwhelming number of incidents reported concerning dangerous coxing. It is for the clubs benefit, and the safety of everyone on the cam, that all coxes be competent, and novice coxes be accompanied by a coach at all times. Coxes need to know the Rules of the River handbook, and be able to act accordingly when such situations arise. If the standard of coxing in Cambridge regularly matches that of this morning, there could very easily be a serious injury in the near future. As usual, please try to keep early morning noise to a minimum, and in particular to 7:30am. Crews should also not be making unnecessary noise after 7:30am, particularly in the morning period, and as lighting down gets earlier. Captains are also advised to ensure all their lifejackets are in working order and that their coxes know how to use them. Race organisers (including robinson head, newnham short course, and pembroke regatta) will be able to ask coxes if they have a working lifejacket and are able to operate it correctly. If not, that crew will not be permitted to race. The minutes of the previous Captains Meeting will be put on the website within the next couple days. The current problem (which I certainly believe to be worse than in previous years) does not seem to me to be being caused by too many boats, but more by people acting stupidly and not obeying the rules that are already in place. Just to remind people of some of the rules: ---------------------------------------- 25. When necessary, boats must queue to spin, and no boat may spin without ascertaining that there is no other boat coming which might be impeded. There is obviously going to be some lee-way on this (as sometimes at the p&e stopping and waiting to spin will impede more than spinning straight away), but there is no point sitting in a queue unless there are boats that have spun coming in the other direction. Otherwise if everyone spins where they are 5 boats can spin in the time it takes for 1 to do so (there is a reason why they don't spin boats individually at VIIIs head). I would also argue that unless people have to get back for lectures (i.e. so it is past about 8:10) then this rule prevents spinning at the bottom of the reach in the mornings, as if this is done about 7:40 (as I have seen a number of times recently it impedes practically everyone. Also the rules say you should move off straight away, not stop for a chat. ---------------------------------------- 21. That when a boat easies it must draw close into the bank to allow others to go by. Sitting under the railway bridge in the middle of the river having a coaching chat would seem to me to be in violation of this. It is fairly simple, even if you are going to have a 2 sentence chat, pull in if you are going to impede someone. ----------------------------------------- 23. That a slower boat being overtaken must give way (pulling in if necessary) to allow a faster boat to pass. I think this probably also prevents rowing in 4s very slowly and weaving all over the river. If you must do this, then I think the above rule means you need to let everyone past. ----------------------------------------- 5. a. That no boat may be on the water in the dark, save University crews who, when with a coach and using lights in accordance with ARA regulations, may row up until half an hour before lighting down and up to half and hour after lighting up. b. That the defined "Hours of Darkness" for the CUCBC be as shown on the "Hours of Darkness" page. 2. a) That blatant and/or wilful rule breaking may be penalised by a fine greater than fifty pounds, at the discretion of the Executive Committee. Going past King's Churchill and Selwyn at 2 minutes before lighting down when you have pushed off from (for the sake of argument) Jesus seems to be a case of violation of the above (even if you are in a nice new fillippi I don't think they have the ability to time travel). ------------------------------------------- Finally it is worth having some common sense as well. I notice that there is no rule that says you should stop when there is a boat spinning in front of you rather than overtaking a crew who *is* stopping in order to ram the spinning boat. I can only assume that FaT W1 thought we would like a go-faster dimple in the boat, but in fact we were happy with the slightly more continuous nature of the shell's surface.
