There are moves afoot to have him relocated, however in the mean time please ensure that all crews take care that they don't antagonise him, even if it means stopping in good time and manoeuvring round him. All coaches should keep a wary eye open for him and get their crew to react accordingly. It was noted at the recent Moorings Meeting that there have been a number of occasions when the sewage system at the Travellers' camp has overflowed into the small drainage ditches, which eventually connect to the Cam in and around Plough Reach. Although the risks are considered low we are coming up to the time when the flow in the Cam starts to slow and so the water changeover is reduced. I will ask you all to stress to your crews that they clean and cover any open cuts and thoroughly wash their hands after every outing. They must also ensure that water bottles and food are protected if they are in the bottom of the boat, in a plastic bag for example, to prevent the river water contamination. Rule 4b of the regulations for racing states: "In all other CUCBC events, with the exception of the Magdalene Silver Pairs and Lowe Double Sculls, the crew, including the coxswain, must be members of the same College; save that in the case where members of a College want to row or steer, but their College Boat Club has no relevant boat in training, then they may, at the discretion of the Executive Committee, be allowed to row or steer for another named Club in their lowest boat. Having chosen one such Club they must row or steer for this Club only while their College Boat Club continues to have no boat of its own. " - (http://www.cucbc.org/handbook/racing/general) We'd appreciate it if you'd be able to think about the following questions of implementation and reply (today or tomorrow) so that we can get the gist of where we should be drawing the line when considering requests for permission for exceptionals. This deliberately isn't a formal vote or rule change - but we'd like to know that we're applying the rules in a manner that represents common understanding, and to be able to provide more detailed guidelines up front about where we'd draw the line in certain situations. The basis that we're coming from is that it is the responsibility of each club to train up both rowers and coxes, and if they fail to do so then they should not expect an automatic right to fill the gaps from elsewhere. 1) Would you support an explicit limit of one cox per club (men's and womens' clubs separately) from a different college? - In the past, more have been allowed, but we feel that this would be a more accurate implementation of the rule as it currently stands. 2) Would you support an explicit statement that students from other colleges must not displace a home rower / cox by doing so? 3) Occasional previous cases have allowed coxes from other colleges to be allocated to a higher (not lowest) crew, usually relating to safety. Do you support this? 4) Would you support an explicit statement that exceptionals of any type are not permitted to compete in a club's representative (first) crew, unless the club only has one crew? - The rule which we work off for this is Rule 1c of the regulations for racing. 5) Would you support an explicit limit to the number of student rowers from other colleges allowed in a club's lowest crew? If so, how many? The Head to Head is on Saturday May 8th and the Regatta on Sunday May 9th. Head to Head The Head to Head is 2 legs of 2000m, from just after the Penny Ferry to the A14 and then the same in reverse. Divisions go off at 11:00 and 1:00. This is open to any boat or category for CRA and 1st, 2nd 3rd and lower Mays for college eights and fours. Thanks to all who replied. Just to reiterate that all of these cases are situations where the committee has to give permission anyway, so there is no one size fits all remedy, but we'll take the following into account when drawing the line. Also, that emergency situations, such as illness or injury close to bumps are different, and we'll generally be a bit more lenient for these - a couple of you queried that. Answers were roughly 50/50 with a number of additional comments, mainly emphasising that it really should only be safety rather than wanting a better cox in the upper boats 4) Would you support an explicit statement that exceptionals of any type are not permitted to compete in a club's representative (first) crew, unless the club only has one crew? - The rule which we work off for this is Rule 1c of the regulations for racing. Majority said yes, and basically that a crew needs to maintain a majority with the college it claims to represents - i.e. max 3 from other colleges.
