[CUCBC Captains] Heel restraints

Dear Captains,

I would like to emphasise Dan's point that having heel restraints
fitted at all seats is an ARA requirement as well as a CUCBC Safety
Regulation, and of equal importance to the requirement that all coxes
wear a lifejacket.  Poor or missing heel restraints could endanger
your crew in the (albeit unlikely) event of a capsize, and their
importance was demonstrated in a recent capsize incident below
Baitsbite.  Checks may be made on boats over the rest of the week and
so I suggest crews check their boats to ensure they meet relevant
standards before leaving the boathouses.
