[CUCBC Captains] River levels

Dear all,

Based on an update from the CUCBC Safety Advisor, the flag has been
changed to yellow.  The river level is now slowly starting to fall and
the stream is minimal.  However, I still advise that a land training
session would be more useful to most crews than an outing in these
conditions, given the particular dangers when boating and landing, and
generally in the boathouse and Riverside area where many banks are
under water and invisible.  As an absolute minimum, coxes with less
than a full year's experience MUST NOT take crews out today.

We will continue to monitor the conditions; if there are incidents due
to insufficiently competent crews on the water then the flag may
return to red.
