In addition to what Thomas has said, can we also be sure that people using the towpath to go about their daily business, cyclists, pedestrians etc., are treated with courtesy at all times. The same goes for our dealings with each other. Already a couple of grumbles from people complaining about the way they have been spoken to by coaches of other clubs or from members of the public about their treatment at the hands of boaties. Remember on the latter that anyone us free to complain to the Proctors about the behaviour of members of the University (and they do!). The result of anyone doing so can be a proctorial inquiry, with disciplinary action being taken at University level, when and if appropriate. Let's make sure no one has grounds to do so. Every day I receive lovely Early Morning Marshal reports and each time a handful of boats have no alphanumeric registration codes listed. This is a breach of Cam Conservancy byelaws as well as Safety Regulation 6 ( http://www.cucbc.org/handbook/safety ). (To avoid any doubt, the Safety Regulations do have the full force of the Rules of the River, and were listed with them in previous versions of the Handbook). No action will be taken against offending crews at the moment but I strongly advise you to number all your boats as described in the Handbook. (Please note that numbers should be applied near the bow of the boat.) Two-letter codes (e.g. JE9) should also be replaced by six-character codes (e.g. JEC809) - this is strongly encouraged by the Cam Conservators. Unlabelled boats may be disqualified from Uni IVs and will certainly be penalised at Fours Head of the River on the Tideway. Labelling boats correctly will also reduce the risk of an fine being issued to the wrong club. I know of two suppliers of numbers if sourcing them is a problem for any club. Instructions for Early Morning Marshals are on the website and in the clipboard you pick up at Goldie. However, a few things need to be cleared up: 1. Location: the instruction sheets give rough locations for Marshal 1 and Marshal 2. To clarify, we would prefer if, at lighting down, Marshal 1 was near King's/Churchill/Selwyn boathouse and Marshal 2 was near Clare/Pembroke/Emma boathouses to monitor boating times. After the initial rush of crews at lighting down, Marshal 1 should move to the area surrounding the gate to Stourbridge Common (including on towards Chesterton footbridge) and Marshal 2 to around King's/Churchill/Selwyn boathouse. Keep moving around during your shift though. 2. Marshals should be competent and should know most colleges' blade colours. If you don't recognise some blades, try using the code on the boat or the colour of kit. If you still don't know then describe the blade colours and I'll work it out. *Don't* do as this morning's marshal did and "miss out a couple I didn't recognise" (though if you know they're "town" boats then do ignore them). 3. *Don't* write down boats coming back *unless* you didn't see them go out at all *or* they're causing an accident/being too noisy/breaking some other rule. 4. *Do* write down University crews (although they will be leaving for Ely in the next few weeks). 5. *Do* write down the size of boat (1x/2x/4+/8+/etc) - not all the sheets say to do this but it is helpful for me. 6. *Do* be reasonably detailed with your notes - if crews are noisy, report them. If they're extremely noisy, say that. *Don't* be lazy and leave the notes column blank on every single boat - is it not a boring job with lots of time to kill anyway?! Amusing comments are appreciated in moderation! 7. *Do* report any coaches accompanying boats before 7.30am, whether they are coaching or not. If they are coaching, tell them (quietly) to stop (and report it on your sheet). 8. Do remember the early morning restrictions (rule 8) will only be brought in when we consider traffic to require it. Somewhat frustratingly, this happens every year and I will try to deal with several issues in one go: 1) As has been stated explcitly several times now, the flag status is given ONLY ON THE WEBSITE, there is no longer a physical flag. This avoids the problem repeatedly experienced previously of the web and actual flags being different, and can be changed more rapidly as does not require a person to have access to any boathouse in order to change a real flag. Committee members cannot be expected to be by the river permanently. 2) We use red and yellow flags not because we think a single experienced crew can't handle the current conditions (extremely unusual on the Cam), but because of the inherent risks associated with an over busy river and many crews of widely different standards doing different things being out at the same time. Note that this means the flag status may change during the day even if the conditions don't (eg red early morning may change to yellow after 0900, reflecting the much reduced pressure on the river) 3) the flag is a 'blunt instrument' - we are well aware conditions can vary along the river, and can change rapidly. There may not be a committee member in place to change the flag status the instance this might be required, while any such change is also inevitably a judgement call. With or without a flag being used, it is YOUR RESPONSIBILITY each time you go out to assess whether the conditions are appropriate for YOUR crew - if not, do not go out, and if they worsen during an outing then change your plans and return to the boathouse. Note that, as the person responsible for the control of the boat, the cox has final say at the point of boating. 4) Questions have been asked about the eligibility of fours under flag conditions, since the rule concerned is based on numbers of Mays eights in the top division (for women) or top two divisions (for men). Common sense to me says that fours should be eligible if their crew members are drawn from what would be eligible eights (ie for most clubs this will mean two fours will be eligible), and this interpretation will be in place with immediate effect. Again, it is YOUR RESPONSIBILITY to assess the conditions and ability of any given crew at the point of boating. I am discussing with the committee whether and how we should suggest to captains a change in the wording of this rule, and also whether we should now move to make eligibility the same for both men and women. 5) Note that, under consultation with CUCBC, events may still be permitted to run on yellow and even red flagged days. This is because control of crews is very different throughout events, with limited numbers of crews boating at any given time, all doing the same thing, generally of a similar standard, and with the river under control of event marshalls. 6) Boating in contravention of flags will result in fines but, obviously, if the crew concerned was already out when the flag status changed it won't be fined. Given the way reports are sent to us, this may mean cancelling a fine on appeal, once we can investigate the circumstances. 7) Fines - contrary to popular belief, our intention is not issue as many fines as possible! Fines are issued for various rule infringements. These may be witnessed and reported by people with an 'official' role (marhsalls, committee members, certain other 'senior' river users), or are reported to us by someone involved in the actual incident, or any other third party. In order to fine or penalise on the latter two categories, we need to investigate the report and in particular try to obtain an independent verification. This can be remarkably difficult, and many incidents come down to opposing 'he says - she says' debates, which cannot be resolved. This is all too often the case in incidents that simply involve two college crews, with the disagreeing witnesses being simply themselves and their coaches and boatmen (I'm sure all have seen this type of incident, where in reality both parties are often equally to blame!). 8) It is very clear that only a small minority of rule infringements ever come to our attention. There is no possibility of anything else - committee members are volunteers, not a full time police force (and have no intention of being one). The basic principle that all clubs, crews, coaches should follow, for the good of everyone, is that the rules of the river (as enforced by various bodies on different clubs, in Cambridge -?ourselves, the Conservancy and the CRA) are there for the common good, and everyone is best served by trying to follow them. But *please* try to make sure any novices out in the morning are vaguely competent. A few very slow crews will hold the whole river up, and just achieves very little for the crews concerned. There were at least two crews out this morning that were unable to move at a sensible pace, and a few more with comments on the marshal sheets. If your novices are still on their first or second outing, send them to Jesus Lock in the mornings (or preferably use the afternoons/weekend). *Don't* obstruct everyone else by drifting downstream. You must however use your discretion when deciding whether to boat (even on a green flag), especially with novice crews and, even more so, novice coxes. Any incidents caused by crews unable to cope with the conditions will not be looked on lightly. If you are on the water and feel your crew cannot cope then spin and come back at the earliest safe opportunity. Please remember that upstream crews have right of way at both these points. In other words, if you are approaching either point coming downstream, and there is a crew or any other vessel coming upstream towards it, you must stop and wait for it to cross unless it is absolutely clear that you have time to cross and get completely clear of the crossing point without affecting the other crew/vessel in any way. While this is clearly specified within our rules, it is also a navigational byelaw of the Conservancy. Bear in mind that, if you cause an accident by crossing downstream when you shouldn't, you open yourselves to prosecution under the Conservancy Byelaws and/or nagivation law, either of which would have much more serious consequences than a simple CUCBC fine. 2) safety on a two way river. We've had a number of reports of incidents of crews simply failing to steer and act with proper consideration for others. Travelling in either direction on the river, you should stay within your 'lane' - there should be no reason why whatever you are doing will result in obstructing a crew coming the other way. In plain English, you must stay to your side of the river, unless overtaking. And overtaking should only be done when it can be completed safely without obstructing either any vessel coming the other way, or the crew being overtaken. The river will therefore be closed below the Penny Ferry until 2.15pm. If you take crews to the Penny Ferry, make sure you spin early on to avoid interfering with the fishing match. The following two Sundays (9th and 16th November) there will be a fishing match below the A14 bridge. Please spin at the bridge on these dates.
